Help! Blue Boy's tail is torn!

That looks like fin rot. Which is caused by bad bacteria.
You might need to buy a water test strip to see if the balance is out of wack.
Also when you put water inside of a fish tank it is best to get non-declorinated water and stability. Stability adds beneficial bacteria. Wait a few days before adding the water

Also just a quick recommendation. It is best to trash the pebbles and plastic plants. Replacing them with sand and natural or fabric plants will be best because pebbles and plastic plants can hurt the fish. Also, do you have a water heater? If not, it is best to get one.

How do I check PH? Oh and this is a new tank so I haven't changed the water yet. It is 1 1/2 gallon.
A betta fish needs 3 gallons of water at minimum. You can also add more different types of fish if a 3-gallon tank with only one fish is an eyesore. Just saying.
Less than 3 gallons can cause fin rot because it will stress out the fish which will make them more weakened to sickness.

I know it's small but my tank came from Walmart too and my established one, I didn't picture, but same one, the betta in there is doing great and flourishing. It's just as cost effective as the one you have and he's a lot easier to view than the one you have. I just do weekly water changes and he's fine..no fin damage, no rot, nothing.

Just saying, I recommend that you get a bigger fish tank.
