Pull off any dried poop withyour fingers, and if necessary, bring her inside to a tub for warm soapy water for a shallow butt soak. Trim any excess fluff around the vent. It would be helpful to check the vent in case she has an egg blocking. If not, she may be suffering from an intestinal illness.
