Help! Day 21 of quail eggs. Still nothing

Besides a couple minor temperature hickups at the beginning my incubation has been almost perfect. To make sure everything was okay I even candled one yesterday and it looked fully formed but still nothing. 19 good eggs and not one has hatched. I don't know what to do or what I did wrong. They were shipped eggs but they came fine and like I said candling went perfect. Please help this is my first time and it's really heartbreaking.
 
What type of quail? Are they still moving in the eggs? Have you tested and calibrated the temp? If it’s bobwhite quail they take 22-24 days I think. If it’s Coturnix or Buttons 21 days is very long and your temp might be calibrated too low.
 
Coturnix, outside the egg there's been no movement at all. Inside the egg I can't tell. The temperature sits between 98 and 102 (it's the best I could get and I read that it was fine)
 
I don't know what happened. I just candled the eggs to see if there was movement and they look like they only haft formed. Only a small portion is dark they don't fill the egg. 😢

I would recommend opening one of the eggs

Shipped eggs can be a tricky thing. It can be that persons breeding stock.

Where did you buy the eggs and are you in the US?

I would recommend Myshire... I bought quail eggs on EBay and only 3 of the 30 hatched. Myshire eggs usually are 80% or higher for the hatch rate.

Im in Canada, I got them from breezy farm. They sell other poultry birds at all stages of life (chickens, quail, turkeys, etc) is there any idea what I did wrong? If anything. My temp were 98-102, my humidity was kept at 40-50 until lockdown. I didn't use a fan cause there in a well ventilated room with many holes in the sides of the incubator. Eggs were turned four times a day until day 14 when they went into lock down with a 70% humidity. I used brands I trust that I've used for my animals in the past (reptiles not birds but they work just fine) is there something I missed or was this just a very unlucky start

A fan is more to make the temp more even throughout the incubator. I would say that may have been one of the issues.

I do 30% humidity till lockdown on my quail. I candle only on day 15 when it’s lockdown unless I can smell a bad egg.
