HELP I DONT KNOW WHAT TO DO

Big Blue Hen is right that is bruising. Edited to say, I think this is now possible necrotic skin from interrupted circulation (too tight dressing.) See post 12 below. I would flush the hole with saline or wound spray, apply antibiotic ointment to it and the red area on the toe. Then dress it with a 2x2 and wrap in strips of vet wrap or cohesive dressing. I am just looking at the blue green area again, and see that you have wrapped the foot before. So I am wondering if you may have wrapped the tape or dressing a bit too tight. If that is what happened, it could be a little necrotic or damaged where the circulation was cut off a bit. That may have caused the injury to the toe and bleeding. So, I think that I would treat this by soaking the foot in warm Epsom salts (magnesium sulfate salts,) or warm soapy water and a capful or Betadine. Then dress the wound as before, but do not get it too tight. Please let us know what it looks like tomorrow.
