Help! I found a baby pigeon!

It's either sick or tame. Either way, it probably needs taken care of—If, as @casportpony said, it's definitely abandoned. Any idea of its origin? At that age, you can feed straight scratch—pigeons don't need a high-protein diet as, unlike chickens, they are herbivores. When I was a kid, we had a few, and they got very fat and happy on just corn and oats.

We do hav pigeons in our barn I found the nest there are mor babies in the nest I can hear them I went closer there are some dead ones younger than this one I think it fell and thanks about the food options

Some dead ones? I've never seen a pigeon with more than two babies in the nest, and he's only 3-4 weeks old, too young for his parents to have hatched a new brood (Maybe laid some eggs. Not hatched new babies.) I think you've got the wrong nest.
 
Wow I didn't know that there's only two we only have one nest in our barn and he was right next to it there are four dead ones on the ground and two more in the nest so it's a real mystery :idunno
 

The pigeon looks like a fledgling. May have either fell out the nest or tried to leave a little early. Try leaving some seed out to see if it can eat itself and some water so he stays hydrated. Best to leave alone so it doesn’t get stressed as they can easily go into shock and die. If he doesn’t appear to be eating and you’re concerned there’s always the option of syringe feeding but also leave adult seed food out so he can feed himself and eat that too. But best to leave alone as much as possible. If it can fly it’s best to release it but if not he will need to be kept until he can fly.
Some sanctuaries or wildlife centres may be able to take him although he won’t need long in captivity as he’s nearing adulthood now
 
He's eating but every time I try to give him some dry food he tries to drink it soooo he only wants liquids I gave him watered down chick food and some scratch he can't fly his parents are around but there just here because they still have two more babies in there nest he won't eat seed he can't drink by himself I can't leave him our cat will kill him or he might fall we have a hole in the floor so he's in a dog crate with one of those chick warmer heater things? He survived the night and is very thirsty I'm making pigeons milk replacer stuff I will right back later
