You need to convince the HOA that your ducks are pets, not poultry! Then you may be able to keep them!
The first ducks i had, were my Indian Runners and i made the mistake and listened to the store clerks and bought a heat-lamp, so they grew up in brightly illuminated nights. Then i started to winterize their house and it became darker and darker in there and suddenly they panicked and refused to go inside. Momma Heat Cave for my spring ducklings, so during the night it was dark, not pitch black, just naturally dark and they slept through their nights comfortable and without fear. After they joined the grown up ducks outside, no more night light was necessary for everyone. There is still light shining into the duck-house from our d2d lights, but most of the house is pretty dark overnight and they all love it that way.
