Help is my chicken a pullet or cockerel?

Hey, I'm new to the community and also to raising chickens. We have 2 an Easter Egger and a barred rock. I've had many people tell me that my barred rock is a pullet, but I've also had people tell me it's a cockerel. It was a gift to my son purchased from a feed store. We've had it since it was about 2 weeks old. It's roughly 18 weeks. It hasn't crowed. I posted a few pictures from when it was little, and now.

Thanks it's a lot darker than my friends rooster, who also has a barred rock. The roosters saddle feathers are more pronounced than mine, and hers has been crowing for weeks. She's the one who got us the chickens.
 
Genetic mutation? All roosters start crowing at different times. I have a 2 month old cockerel who just started crowing and a 3 month old who hasn't even tried yet.
 
This is very strange! About 2 months ago I brought two chicks exactly like yours! What breed is the little brown one? At the moment i think mine is some sort of Brahma/Silkie cross.
