Help....my Hen??? Is mounting my other hens.

Need help. Is this a Roo or hen??
8 mths old and mounting my other hens, my rooster wants to fight it. But no crowing. I was going to give away, but some are saying its a Hen!?

its a young devloping rooster he wont be full rooster until hes grown
