Help needed in Georgia!

I have a question that you guys may be able to help me with. I live in Spalding County GA and I have chickens. I keep my chickens in coops to keep them safe. My neighbor also has free range chickens that spend the majority of their time on my property.

Anyway, recently my neighbor's boyfriend moved in. He also has chickens. He raises and sells game cocks. Says he doesn't sell them for fighting but once they leave his property.....it's up to their new owners. Anyway, he has them tethered outside with these little metal teepee-like shelters. Is this legal? I always thought tethering chickens was illegal but I'm having trouble finding stuff on the internet. Just seems cruel to me.

I have seen that a lot in rural areas. It may be that gamecocks must be separated all the time to protect them from their natural proclivity to fight. They appear to have food, water, and shelter.

There may be more to this.
