Help! Quail chick acting lethargic and strange (new quail owner here)

Recently hatched quails. They are about three weeks old now. One of the quails is lethargic and doesn't seem to be eating, drinking, or pooping (might just be doing these when we're not looking). All the others seems quite lively so I'm not sure if this is common. She also seems to feel colder (body temperature wise) compared to the others. She doesn't run away from our hands and doesn't really resist at all when being held. Would very much appreciate some suggestion, tips, or opinions on what is going on with her.
 
Many things can happen to make a chick become ill. Putting it under a heat lamp may help but by the time a chick looks sick it may already be too late. Try to help it, of course, and try to make sure none of the rest become ill. It may be a good idea to sterilize food and water dishes and to give their pen/brooder a good cleaning.

Quail chicks like, and do well, on hard boiled eggs and minced dry meal worms mixed with their mash. Electrolytes may also help.
 
She is actually eating and pooping. But I found that her poo is very runny and has blood in it! Any possible diagnosis and/or treatment?
