Help! Quail foot problems!

Didn’t you mention having rocks?
I find sand pretty easy to keep clean, like a litter box.

I will definitely change it to that but the problem is the sand Harbors smell and they live in our house and my Mom is very Loud about it

See if you can find an open would. Soak in warm epsom salt bath and apply antibiotic ointment. If it's serious, a vet might be an option. I can give you first aid advice, but for anything serious, consult a real vet, not some random person online.

UPDATE:
My Quails foot is better and it was just a swollen bruise! But tomorrow I am going to give there foot some extra attention! For an extensive cleaning can’t have them getting an infection! I also am going to start putting in a bit of vinegar just to help there immune system Thank you for the help! :> this platform always helps me out and I am great full thank you so much!

FYI, vinegar as a cure all is an urban myth. It will keep the algae down in your waterer, but there aren't any really proven health benefits.
