I've had many RIR chicks, and at 4 weeks with a comb that red I have no doubt it's a boy.

Well of course you all were correct. HE'S beautiful. Now how do I get rid of him. Lol. He's loud and not allowed in my neighborhood.

If you know of any local farms, most of them will take a rooster. Although not everyone wants a rooster, they might eat him for dinner. If its just no crowing, then there are some ways to train him not to crow or get him a no crow collar. Not sure if they work though. I would suggest finding him a new home because he can get pretty agressive with the hens, missing feathers on backs, etc. Try barn yard sanctuaries. Or put an ad on craigslist. Good luck.
