Help! Swollen sinuses, mystery illness!

I'm at a loss for what to do with my little hen, Delta. Her sinuses swelled up about a month ago. I quarantined her and she's been in solitary ever since.

Swelling went down after about a week, but then came back worse than before and won't go away. She is currently on tobramycin drops (since I had them handy).

She has NO other symptoms. Her eyes are not swollen shut, they are clean and bright. No discharges. Alert. Talkative. Eating and drinking normally. Normal poop. Not laying eggs, but not sure if that's a symptoms or just because she has no artificial light

I have consulted the vet here, but they are not very knowledgeable about birds. They pretty much said cull and we'll test it.

At first I was afraid (I was petrified) it was mycoplasmosis, or infectious coryza, but guys, there's literally no other symptoms. I can't find any information anywhere about this happening or what it could be. Have any of you experienced this?! I will cull if she's carrying something that's a threat to my flock, but don't want to kill her when she seems fine other than her Elephant Man impression.

Please Help!

ETA: The photos are from the first round of swelling - second round is actually worse, with the swelling extending down to her ear spots. I'll grab some photos when I go out next.

Thanks, @staceyj I didn't see that post! I'll check the roof of her mouth and see what I can see!

@casportpony I don't know why my vets can't do or send tests like that! But I live in Canada. While I couldn't find any info on the website, I'm pretty sure that shipping questionable animal samples across the border is a big no-no.

Call them and ask.

So good news - they do accept samples from Canada. Bad news - with your government being shutdown we cannot get the USDA permit necessary to send the shipment. So back to square one.

Whatever it is, the antibiotics are not helping - the swelling is getting worse. I'm going to give her one more day, but it's looking I'll have to cull and send her in for testing.
