If she is regularly riding a horse she cannot or will not control, she is not safe. She needs lessons that will require her to exert control, and teach her how to do so. Nothing boosts self-confidence as well as capability. Since you are not a minor, I think you can contact the teachers and principal as well as your mom can. They will be able to give you less information than they can give your mother, but you can strongly indicate to them your response and concerns.
