Help! What are these spots?

Here is a better picture. This is the good eye. I also noticed; when I looked closer, that there tiny little bugs crawling all around the swollen areas. I thought maybe lice, but I didn’t notice any under her wings. And I dust them often.
I’m taking her to the vet today just to be safe.

I used vetrx on the lesions, added garlic, apple cider vinegar to their diet and the girls look much better. Vaccine is only good for tjose who don't have it, as I have been told by valleyvet
