Help!! What kind of chicken is this, and could it be a rooster??

Does anyone know what kind of chick this is?? It looked the same as the others when it was a baby but now it looks soooo different!! I took this pic about a week ago and now the feathers around the face are getting even more puffy. And could this be a rooster, or would a rooster have a big comb by now? FYI it is about 2 months old.

She looks really nice, I loved my ee's before the hawk got them. Wish i had them still.
