I can't see him surviving if I'm honest. You could potentially give it some time to rest and dry, see if he becomes any more alert. In which case you could get a better look and see if anything can be done... But I dont think this is likely to be something you'll be able to fix
Do you know how to euthanise?

How long ago did it hatch?
Is it even dry yet?

It looks wet still, she needs to warm it up fast and listen to what everyone is saying in regards to what works.
I can’t even tell you how many times this wonderful group has helped me to the point of saving the lives of my just hatched ducklings.
They know what they’re talking about!

It may be wet, or it may have dried funny, that happens sometimes, which is why I asked- But it does seem that the chick is deformed which probably isn't going to be fixable
In which case euthanasia would be a kindness. If OP is comfortable doing that.

If they're not, the hope is that he becomes more alert after a rest, and perhaps there may be someway to help him, the possibility there is that it may not be fixable. Which would mean he'd be handicapped, in which case its a quality of life decision that OP would still have to make.
If he were my chick, I'd give him an hour or two to rest, if no change, then I'd put him down.

You NEED a heat lamp, its more than likely pretty cold. There is no hope if you dont get that thing warm, they get cold super easily.
 
It’s dry now but not fluffy. It hatched last night around 8pm and after research it looks like it has club foot. I don’t know how to euthanize but I used paper tape on it’s feet and now it can hobble around.
Can you get updated photos? Is it able to open its eyes?

I can give you information on euthanasing in a humane, gentle non graphic way, if you need. But if its becoming more active, then I'd hold off and see how it goes
