Help with 1wk old chick leg

My little 1 wk old chick leg looks like it has something tight around it cutting off the circulation to his foot. I noticed it today when he started limping and holding his leg up. It looks to be part of the egg membrane that dried around his leg that I never saw. He's the only one that I had hatch, so I really want him to make it. Anyone else had this problem and what did you do?

Get a magnifying glass and make sure that you only cut that and use a very, very sharp exacto-knife. Make sure you don't cut into the leg skin. Two chicken surgeon job. Coat area with triple anti-biotic (DO NOT USE the kind with aspirin in it). Change band-aid every day.

I gently picked at it with a needle, It flaked off a bit, then came off completely. I'm so glad! His little leg is already looking better.
