Help with incubating exotics

I've incubated Quail, Lohman Brown, and chicken mutts but whenever I try incubating my Silkie, Belgian D'uccle, and Old english game eggs they never hatch. I've only had one time that one Belgian D'uccle chick hatched but that was the only one. When I cool my eggs I keep them at a temperature of 20 degrees celsius (68 degrees fahrenheit) in the incubator they are at a temperature of 37 degrees celsius (99 degrees fahrenheit) and the humidity is about 60-50%. I clean the turners and sanitize them after every group of eggs. Please reply if I am doing anything wrong or something I need to do.
 
What type of incubator do you have? 50-60% is fine up until day 18. After day 18 it should be at least 63-68%. I'm not sure why I keep reading that people are incubating at 99F, when I incubated eggs it said 100F for circulated although I remember some people hatched at 99.5F and the eggs were fine, and 102 for still air (no fan in the incubator).
