Thank you!Since the eye has been blind/not working since she hatched(?) and it does not close (none functioning eye). I would be leaning more toward eye infection due to getting dirt/debris or from a peck/scratch, instead of respiratory illness.
In the photo is looks like she might have a small scab on her face.
General care for eye infection would be to flush with saline or sterile water. Apply an ophthalmic ointment like Terramycin (most of the time can be found at TSC) or you can order Ciprofloxacin eye drops or Vetromycin ointment online. Try to clean/apply ointment at least 2X a day.
If she develops other symptoms-lethargy, going off feed, coughing, sneezing, mucous, facial swelling, wheezing, etc., then you will want to re-evaluate her for respiratory illness.
fwiw-if it is a respiratory illness, the others have been exposed already. I would not separate her out unless she is lethargic, not eating, worsens or if she is picked on. Birds heal and fare much better when they can be with the flock.
