to me, I thought it meant to kill. Am I wrong?Somebody please correct me if I'm wrong, but "cull" simply means remove from the flock, not necessarily kill.
Anyway, @Duck mommy 2019 I think you've got good advice form everyone so far. I separate my drakes with short fences, about 2 feet tall. I make them out of wood and chicken wire. make sure there's no sharp stuff sticking out, because they will try to get through it. I also use those octagonal dog playpens sometimes.
Maybe pen up 2 of the boys, and put one with the girls. You'll have to experiment. I hope you can manage to keep them all! Let us know if you need more guidance.
