Close up of Rebel’s neck. I circled where her skin is just hanging, looks like dead skin to be honest.
What should we do with it?

Fat would be my guess, but not certain. What are the white dots on the feathers?

I just cleaned the feathers and stuff. The white dots looks like dandruff? But I don’t know. I was able to remove some feathers with q-tips.
They came off easily, look like the ointment made the feathers come off?
But I am able to see clean/healthy skin to wounded/dead skin now.

You and your daughter are doing an amazing job! I think the yellow is fat. I recently had an avian vet note that my Buckeye had yellow skin. She said it could be breed specific, or it could be from fat. (Buckeyes have yellow skin, but thought it was worth sharing that the vet specifically said fat could cause yellow skin.) She also noted my girl is ā€œwell insulated, like a seal.ā€

I guess that’s how she’s keeping warm in the garage at night! šŸ˜ šŸ˜‚
