Hen or rooster?

I was told this was a hen... now I'm wondering if it's a rooster... where I live we can't have them. I honestly wouldn't mind keeping him if their was a way to keep it on the DL lol. Do the crow collars actually work or are they cruel? what would you do? (He or she is missing tail feathers from being bullied before I got him/her)

It looks like a roo to me, judging by the neck feathers. I haven't heard of a crow collar before, so I don't have any opinions on that. Has it crowed before?

I just got em yesterday lol. I just could of swore I heard it crow but I could be wrong. I've been watching it like crazy to hear it
