It appears to be a Mille Fleur D'Uccle hen. She's a beautiful bird. )

I'm not a show expert, although I did have a pair of Mille Fleur D'Uccles win best of breed years ago in the Hunt County Fair, but I would say, "no"; too many flaws starting with the sparsely feathered legs.
