Hen still limping with swollen toe

It's been so many months and my hen is still limping. I thought it'd heal, but it seems she's going to be stuck with a limp. She's also not laying eggs even though she should be, since all my other young hens are laying. She's the only one who hasn't dropped a single egg. Her toe is also swollen and crooked when she stands. The roosters harass her, which probably doesn't help her limp, yet she still eats and tries to be active. I'm just wondering if she'll ever heal or if this is permanent, and furthermore if the swollen toe is an indication of something worse going on.

remember plastic or rubber container for acv. DO NOT USE METAL. The article does give good information.

Just making sure. Also, she’s always constantly panting, even when it’s not hot. Is there a reason for this?
 
You could try to splint the toe, leading the bracket up her leg to give it some stability.

If you want to try it, make sure to use lots of padding and don't wrap the bandage too tight, as this could obstruct proper blood circulation thus leading to necrosis.
