Can you take her to a vet?
Are both side of the face swollen?
Does she have any swelling, plaques or canker inside the beak?
Any coughing, sneezing or rales?

Check her over to see if there are any peck wounds or evidence that she was bitten/stung by any type of insect.

If you haven't done so, separate her so you can monitor her symptoms and isolate just in case is contagious. Facial swelling can be an indication of respiratory illness or disease. Without testing, there's no way to know the exact cause. Having a vet do some testing and prescribing proper medication would be the best course of action.

Watch to see if she is drinking/eating.

Wyorp Rock has asked very good questions. In the past few years some have had tick bites that have caused bluish swelling of wattle or face. Sometimes the swelling goes down with a single dose of benadryl (1/2 of a 25mg tablet.) It may take a day or two to go down. If you are not seeing ticks, then common causes of swollen wattles and the face are fowl cholera or coryza. With those, you should be seeing other symptoms like nasal drainage, coughing, eye goop, and trouble breathing. Let us know what you think. Permethrin 10% spray is fairly safe for chickens to spray on the birds and in the coop to treat for ticks or other bugs.
