Hens moulting or bullied?

Hi, I am in South Africa and we are going through the last few weeks of winter. Several of my hens look awful. The others look beautiful and healthy. I am not sure if they are moulting or being bullied by our roosters when they try to mate. The thing that concerns me is that their wing feathers look broken and I can see some skin. Poor girls. They also have like almost downy grey feathers which are sticking up. I have attached some images. What do you think? I haven't had chickens long enough to know what they look like when they moult.

It looks as if they are being overbred. How many roosters do you have?
2 roosters which i know is too many for my hens. But I have some 4 month old pullets which will balance things out when they start to mate. Maybe I should separate my roosters for a bit to let the hens have a break. Thanks for your input.
