Sounds like the float doesn't have enough room to move and open the valve any more than just cracking it open.

float has PLENTY of room ; its a 4” pvc its inside of. I can manualy operate the float all day long with no resistance. Theres just no flow coming out.
 
How big is the float hole?

Is the float hitting the pipe? Just because the float moves alot doesn't mean the valve is opening much.

Got a pic of the float area?
 
It came with two. I will set up the other one tmrw on a dummy run not inside the pvc & see how it acts
Look inside the valve to be sure you do not have any kind of obstruction such as a rubber washer that has came unseated that could be blocking the water flow.
 
Ha. Yea that is going to restrict the flow but it still should be flowing better than what you describe. Maybe the other screen is clogged up.
