It wouldn't surprise me if there wasn't any legitimate HOA to begin with. Maybe 20 years ago, some elderly busybody in the area became worried that kids corrupted by the new fangled power ranger tv show were going to invade his neighborhood and "formed" a hoa by getting a couple neighbors together.

"No animals, livestock, or poultry of any kind shall be raised, bred, or kept on any lot, except that dogs, cats, or other small household pets may be kept provided they are not kept, bred, or maintained for any commercial purpose."

You are not keeping any for commercial use. You are not TYSON foods company, or poultry business.

Good news. . .the realtor has done research. There is no record of an HOA. I did not sign anything to join, and there was no mention of the HOA when I bought the house. So we're looking deeper into it, because they DO have HOA meetings in the neighborhood, but not sure how that affects me, when I'm not technically a member? And the water district is a government body, so they can't tell me my water distrtict dues were part of an HOA. Something is fishy, and I'm getting to the bottom of it!!
There are Neighborhood Associations wherein residents voluntarily group together for common purposes such as forming a Neighborhood Watch, working together to get city improvements for the neighborhood (everything from park construction/maintenance, street paving or landscaping, etc.), social functions or other neighborhood interests. Note that these are voluntary and do not have enforceable rules, covenants or restrictions. So, it is possible to have some sort of neighborhood organization that has no power of enforcement.

It is also possible that a platted HOA is nearby, but does not include your property. Good luck!

We need to change the Hoa covenants in the the Springs area concerning chickens. I have raised and grown chickens my whole life in other states but moved here recently to north Colorado Springs and have 1/2 acre but the Hoa does not allow chickens. It is rediculous to me but I have to abide. Unless all of us in the springs area can get together in force and try and get them to have some flexibility to the chicken code. I am in if any one starts a petition.
