Yes it is illegal to kill a hawk in MN, or any other state. They are federally protected.

I don't know if MN has any sort of exceptions but Hawks are raptors and raptors are protected as part of a migrating bird treaty with Canada. You can get permits from the Feds to shoot them under certain circumstances but from what I have heard they are not easy to get. There is a user here that has a great line...Shoot It, Shovel It, Shut Up...I would never consul anyone to do anything illegal but I will do what it takes to protect my flocks, my family and my home.Just to let all of you know, I moved the baby's to the adult bird pen, and then 5 of the remaining six died of unexpectedly, so I ordered some to come in December so I could keep them in the house until the spring and then they will be bigger then these ones were, and I will work on getting a more secure location, I'm going to get a permit to trap, and set traps, and then hopefully get some money for the pelts, also!
