While his proposed budget does not sit well with Congress, they've spent a considerable amount of time achieving nothing. Many Congressmen have sworn up and down to not work with Obama and many more are simply behaving like spoiled children having a tantrum. They've wasted time making mountains out of molehills, dragging their feet and fighting every step attempted.
The entire system is problematic.

You can lead a horse to water, but you cannot make it drink. As it has been so far, the water is nowhere to be found and the horse doesn't want to walk.
