how long should my chicks be on there heat lamp? they are 3 weeks now

They're ready to be off the light, and ready to be outdoors 24/7. They won't be ready to integrate with your other chickens til they are the same size, or around laying age, around 20 weeks. Piling on top of one another means they are too cold, or it is too drafty. Huddling or cuddling does not mean they are scared; it is usual social behavior.
