How many can I have?

IMHO we worry too much about floor space and not about roost space. As long as your birds are allowed out and then free-ranged there should be plenty of room for 21,. However, if I were you I'd add another 12 feet of roost space. If you don't they'll be roosting in those nest boxes and they;re a pain to keep clean. I wouldn't add any more though--something that is hard to do.

I can add a 3rd roost when I add the poop boards this month

If you can you could put a vent with a cap on the roof also. I'm sure as you go along you will figure out what's working and what isn't..

Even with these vents all along the roof? I already have an issue with rain coming in. I’m apprehensive about adding more ways for rain to blow in.

You should add a shingle over those holes but will still allow the moisture to rise out..

Shingles on top of the metal roof? Wouldn’t that close off the ventilation?
