How many can I have?

I’m not sure about where to put the 3rd roost or if I even need 36’ of roost for 21 birds. I’m putting the poop board on bottom board. These pictures are from before the roosts were put it. I need better pictures sorry.
What do you mean by "bottom board"?
I don't think you need another 12' roost.
They shouldn't be roosting on the nest perch....if they felt that need they'd probably end up sleeping inside the nests.

Shingles on top of the metal roof? Wouldn’t that close off the ventilation?
Not shingles, what you need a bigger ridge cap.
 
Since both eaves already have vents where else should I put vents? Will a vent on the north side behind the roosts be ok if I have a flap that closes or is that a bad idea?
 
Even with these vents all along the roof? I already have an issue with rain coming in. I’m apprehensive about adding more ways for rain to blow in.
A ridge cap would help a lot. It would keep it dry but let the moisture laden air escape up and out.
Gable ends aren't that good for vents unless you have good eves/overhangs. Rain can blow in.
Like others have said, check to see if it's sweating, if you get condensation on the walls or ceiling then it's definitely time to add some more ventilation.

It’s been 4 months and no sweating yet. I’m hoping that continues. I will look at ridge caps.
 
They make a ridge caps you can by at any hardware store. I can't believe it doesn't have one already.
It does. It’s just not wide enough. I get rain and drafts inside the coop with windy storms.
