How many pigeons can I fit in this space ?

I am building a pen with a base of 3’ by 3t’ and a height of 5’.
I was wondering how many pigeons I can fit comfortably without overcrowding?

They will have adequate nesting space and roosts/perches.

I was thinking just one pair but I have this lady telling me I can have four pairs in there. Seems like that would be way too much for that space but I’m new to pigeons so how would I know ?
 
My suggestion,,, get 2 pairs, and see how it looks/works out. Pigeons like to roost on individual perches. They do get together when in nesting boxes and sitting on eggs.
All that being said,,,, expect young ones to hatch, and your flock to grow in size. That is not likely to start until usually spring time,,,,,, considering your location.
I discourage hatching young pigeons during winter. Survival of young ones is diminished. I used to load/switch plastic eggs into nests if my pigeons laid eggs especially in cold season. Ask if you need more info on some of these practices, and I can explain why it is done.

Pigeon lofts do not need to be very large even with quite a few birds,,,,,,,,,,,,if you provide a large enough aviary. Many of the pigeons will spend most of their daytime in Aviary. Some will still prefer to chill during day inside loft. Best to keep feed inside loft,,, and water in both loft interior , as well in aviary. Usually peeps keep bath size containers in aviary. This way it serves 2 purpose.

What type of pigeons are you hoping to get???
