I would not recommend that in your climate. Unless you mean "fully enclosed" as in one wall is entirely wire.

Yes, one wall will have a window like appearance so that there is air circulation

Exactly, the coop will be fully enclosed. In other words the chickens will not get wet in the coop. My total run area will be12ft by 7ft so I will build a raised coop inside the run so it does not take up space.

What's keeping you from integrating the coop into the run? A 4x4 coop is very small. Might as well make part of the run into the "coop" so they have lots of space to move around.

What do you mean by integrating the coop with the run? I have attached a rough sketch of what I am trying to do.

Yes, unfortunately money is tight and building that will be pretty hard. So I wanted to stick with a simpler design I could easily build with my dad in my backyard.

I plan on only having 4 hens so I don’t think I will need too much space for a coop as they will only spend night in there.

I'm sure someone has already contributed this thought, but if you roof the entirety of the run, you'll reduce the risk of AI infection by preventing wildbird poop from getting in.

Andreefs - A 9x9 run will be very small for 17 birds. That’s less than half the space standard breeds need (81 sf compared to 170 sf) and would be too tight even for bantams.

The coop also looks small for that many so check the size, linear feet of roosting bar, and nest boxes. Standards need a foot of roost bar and at least 3-4 sf inside for each. Plan on a nesting box for every 4 hens. The pic above doesn’t look like near enough room and would not be healthy at all for that many chickens. Do yourself and chickens a favor and consider either expanding their areas or picking your favorites of what will fit and sell the rest.
