How old are these ducklings? Why are they scratching their necks?

My ducklings have been scratching their necks and head for a few hours and I've already cleaned them. Can anyone please tell me the reason? And an estimate of their age?

I'm worried because they are doing it constantly and they have left their necks a bit red. Is this still normal?

His scratching could be from getting rid of the residue left on his feathers from being in the egg.
