Not sure if this question should go in this part of the forum...how do you clip the wings? My barred rocks are 28 days old.

YouTube has many videos regarding how to clip wings. It's extremely important not to clip a blood feather. If you do, your bird will bleed to death in a very short period of time.

Cut only the feathers on one side. Cutting is a way of throwing them off balance when trying to fly. Gloria Jean

Would being off balance be likely to cause accidents when maneuvering roosts, ramps, etc.? Would clipping both wings, enough to keep them from getting the lift they need to fly, be safer?

There's nothing wrong with clipping both wings for a more symmetric appearance. Just please watch out for blood feathers, and cut only the primary feathers.

I clipped my hens wings yesterday for the first time and found out how to do it on Youtube! I only clipped one side and they have had no problems.
