The story here is that two dogs got loose, tried to come under a gate, the owner yelled at them and they ran away, owner called the police. Dogs were long gone and didn't come back. One time before this they jumped up on someone.
I am a dog breeder and I know that my dogs would be legally shot if they went INTO someone's property and were in the process of menacing or killing livestock. I have no ethical issue with SSS if it's legal and needed. NOTHING about the above situation would have merited legal OR ethical SSS. This is a leash law violation, if there's a leash law in his town.
No, I would suggest that the OP shoot them while they're trying to dig under the gate and growling at her. They jumped up on an ELDERLY WOMAN WITH A WALKER. My MIL is a 90-year old elderly woman and uses a walker. She has osteoporosis. Being knocked over by two large dogs would very likely land her in the nursing home with broken hips and who knows what else. I'm not anti-dog. I love dogs. I have a dog. If my dog were growling at someone on their own property, I would expect no less that for that person to get rid of him. That is threatening behavior. You get two of them and they egg each other on. It wouldn't take much for things to become dangerous. They have been on OP's property before and attacked a bird. The behavior will continue as the dogs' owner doesn't seem to keen on keeping them home, so I'm guessing the owner will not be training them to not jump on elderly people or kill birds, either.
