You could repair it with a product used to prevent damage from ice dams made by a company called Grace. It is a rubbery type of stuff and incredibly sticky and made for roofs so should last a long time.

Just type 'grace' into the lowes search engine, it is the first item that comes up. It is called underlayment or ice and water shield.
