I WOULD call on them.. they opened up the can of worms... instead of just talking to her and ASKING her to keep the birds in longer they had to call on her...

I would NOT go over there and try to make peace with them... no way. (if they want peace.. they will come to you.. trust me) They should have done that before they called animal control on you first.
Again.. your chickens ARE legal... i would not let these people even think that they can bully you. Just stay firm.. but i would let the roos out later in the morning though..Just so you can show animal control that you DID indeed make an effort for these people...
and if thats not good enough... let them make the next move... dont back down.
We once had neighbors that tried to bully us too... threatened us with law suits because of a fence line, because they were trying to sell their house... (we were in the right and i knew it... we've had this property for over 40 years..i KNEW where the property line was.. and  i TRIED to even tell them nicely that they didnt own that part of the property...but nooo.. they had to make it nasty....)
Anyways..  it got ugly for a few months but i didnt back down and they realized its was a futile effort..cause i can play real dirty too ...
By the end they were very apologetic and just wanted to sell their house...(which i was making very hard for them...
  )  they even ended up painting our fence for us... 
  (i kid you not!..)
