How to keep the dust down?

I have the poodles out in their 10x10 run when we are doing other things and can't keep a good eye on them. They've dug up the grass in the three places we've put it. The dust is unbearable, they look like Pigpen running around creating dust clouds! what can we do to stop all the dust? Would a layer of woodchips work, or would they just dig those, too?

lol they would dig those too, and probably chew them up! We always used crush and run gravel or pea gravel in the dog lot when we had to have ours in a lot before we moved to the home we have been in for 11 yrs now.
 
Cement is best....

But you could try paving blocks (2'x2') and pave the run so they cannot dig at all.

You could also put down wire fencing, and cover it with a 3-4" layer of pea gravel.
