They may have tied them out there to be picked up. Hopefully, that was the reason.
Or they had honestly planned on taking their pets with them but were forced to leave them behind when told "get on the bus", "we have to leave now", "sorry pets are not allowed in our shelter". It's hard to say but I would rather err on the side they loved their pets and didn't want to leave them behind. Why else put them in carriers or cages or even tied up so they didn't wander off?

Because they kinda, sorta still wanted to have them, if the storm damage wasn't so bad that they got killed, but they didn't want to deal with the mess that the animal would cause left alone in the house?
 
We are predicted to be hit hardest between 2-3 am.
It's hard knowing when things are happening over there, with the time differences... I just hope it isn't that bad and passes over as quickly and non-destructively as it can. :(

The news said it's been downgraded, and it's moving more quickly, so that's good, I think? :fl
 
We are predicted to be hit hardest between 2-3 am. It is going to be a long night. Back parture has 3 feet of water, 6 hours before it gets here. We had to borrow roofing from the birds to protect our windows. I feel bad about that. But if something happens to us, who would care for them? Guilt trip. Gunna be an all nighter..
