I am SO ticked off by this letter!!!

What they actually mean to say is that they require the city vets to SELL you a city license when you get the shot.
Go to a vet outside of the city limits, don't buy the license, and nobody ever knows the difference. Or cares.

FWIW we get our Rabies from the low-cost clinic, offered by the Humane Society in the next city over (same county) and don't ever pay the city license fee.
Guess what, the city animal control has been to my house, met my dogs (I called them over about a neighbor's dog) and they have NEVER asked about my dog's licenses.
 
I know around here they have days during the summer that people can take their dogs/cats/ferrets to get their rabbies shots. They never sold any licenses at it and I think the shots were even free or not much at all. Might be due to most of the area being out in the country.
