Shellie,
What a worthless bunch of cr*p your game department is! I am so glad to live in a state that believes in defense of life or PROPERTY. If I catch a bear going after my chickens, dogs, etc I have every right to kill. We have at least a dozen Kodiak brown bears that live in town, and we only had 2 DLP deaths all year. Both the people and the bears here have been educated properly, thanks to an amazing Fish and Game department.
Well, since they aren't going to help you, you have a couple of options. I would definitely recommend putting up an electric fence around the coop. It's not hard and they do work, as I said before. If you need fencing resources there are a number of posts related to the topic or I can provide some suggestions.
Of course, that just protects the chickens. But since there is obviously more than one human habituated bear in your area, I would highly recommend it. It will give you peace of mind.
But, you still have a bear that is getting way too close for comfort. When does bear season start? If you can wait that long, I would and I'd be the first in line to get a tag. But, if it's several weeks away and you don't have any close "nosey" neighbors, perhaps it is time to SSS. After all, you tried to go to the proper authorities and they obviously don't care enough about the bear to try and run it off for you, so it's time to take matters into your own hands.
Best of luck. I know this is a scary and frustrating situation.
