I got a rooster in the hen house

I bought all hens supposedly one of them stars to crow feed store told me could be a hen doing the crowing let yhem get a little older now6mn old looks like rooster without spurs but crows even more now om nre to chickens but that's a doggone rooster which is illegal in my city

Sounds like a rooster for sure - spurs will develop as he matures.
