I've always heard 8 to 12 per cockerelYou have 3 males and 1 female that’s why that one is being attacked. You will have to remove the males and give them their own space or add more females.
Males (roosters or cockerels) need at least 4 females each so they do not fight or over mate with the females which will cause feather damage and stress.

You need to determine how many birds you want, ensure you have ample room for them and make a decision if you even want (and can have) a cockerel.
