A spray bottle with water and vinegar might work. I would also try a horse crop. As much as I hate hitting animals, sometimes it is the best and proper way to handle issues like this. Just hitting with your hand is play for them, but the sting of a crop might cause them to think otherwise!

I would be afraid of getting vinegar in their eyes? Even diluted.

My goats HATE HATE water. They run like crazy when I even fill their water buckets.
