I really hate this vet...

Likely most people don't keep going back after the free visit and you're being treated accordingly.

Have you tried moving the outside bowl inside? Are they different, one plastic and one metal or glass? We had a dog that refused to drink out of plastic bowls.

The inside one was metal. The outside bowl was plastic. I got rid of the plastic bowl because it wouldn't stay clean. I switched the metal bowl out with a glass bowl and put the metal one outside. Now she will drink from the metal bowl outside but not the glass inside. I tried switching them again and she would drink from the glass bowl outside but not the metal one inside :barnie:he

What a punk! What happens if you close all the toilet lids and don't let her out?
 
Animals sometimes drink from the toilet because it's running water.

Was she an outside dog before you got her? Sounds like she may not understand that bowls full of liquid inside the house are for drinking (aside from the toilet, which is just too much temptation).

Oh yuck! Sounds like maybe she was an outside only dog or maybe on the street a bit before she was picked up. Do you know anything about her history?
We were thinking this. She shows signs of abuse. All we know is that she was left outside and the owner moved away. She briefly had problems with incontinence in our care because she was afraid to go out to pee at night. Now she pees and poops outside no problem. She is very wary about jumping on the furniture. Shes afraid of nighttime, hoses, sticks, rolled up newspapers and baths. It's taken a lot of patience and understanding on our parts to help her. I worry she wont get enough to drink during the winter if I dont come up with a solution
 
Have you looked into clicker training? It's a useful tool for all dogs, but especially rescues who need help adjusting to human life. If it were me, I'd start with clicking + rewarding her for drinking out of the outside bowl, then inch the bowl closer to the door + eventually inside the house. It would split what seems to her as a Big Behavior (being brave enough to drink inside the house) into smaller behaviors.

Ohhhh Good idea! We dont do the clicker training but we do mark good behaviors with "yes!" And then a reward. I'll have to try this
