I think it is stuck! In my experience, if the hole becomes bigger, rather than a "zipper" around the egg, they are stuck.

Thanks, I have 2 like that. What is the best way to help them? Slowly make the hole bigger till they can squiggle out or crack the shell like a zip?
Make a zipper, and remove the top half of the shell. You will need hot water (well, warm water) to moisten the area. It is likely sticky and can not turn and the membrane is probably stuck to the chick. If there is no blood, dampen it and remove it (membrane) from over the chicks top half, and leave the chick in the bottom half of the shell. Note, it may just pop (hatch) right out anyway.
You know there are 2 membranes, right? The crisp white outer one, and then the one wrapped around the chick that has blood vessels.
